Origination Meeting Notes: Indianapolis August 14, 2003
There were approximately 11 attendees at a session held with little pre-notice during the recent APCO
National Conference. No specific agenda was pre-arranged, but several items were discussed. In general, it was discussed as to how the profile of amateur radio
could be raised within APCO and the public safety industry. One such tool would be to create a Web based messaging/forum where APOC/amateurs could exchange
information and ideas related specifically to APCO, amateurs, and public safety. Along those lines, a forum group was created in the YahooGroups system under
the title “APCO-HAM”.
Other items discussed were providing articles for the APCO Bulletin, the advertisement of ongoing HF “
APCO” nets. The APCO “Club License” and the possibility of obtaining equipment that could be deployed in the APCO offices in Daytona Beach as
well as transporting such equipment to National APCO events such as the current conference. Providing a higher profile through some mechanism at the National
Conferences was included.
APCO has a long history of members who also hold amateur radio licenses. Amateur radio has long held an
important role in supporting communications during emergencies at various levels. This role varies widely across the US . There are some very formal operations
which support such communications including ARES (Amateur Radio Emergency Services) consisting of licensed amateurs who have registered their qualifications and
is organized from a national level down to a local level. Members make themselves available to establish traffic nets and pass information at various levels,
national and local.
In addition to ARES, which has a national structure, RACES (Radio Amateur Civil Emergency Services) provides
a more localized assistance to state and local civil preparedness agencies. While both ARES and Races provide similar services, they have somewhat different
underlying operational guidelines. For a more thorough description of the formal public service roles such as ARES and RACES check out the following ARRL Web
site:
