Amateur Radio Operations Task Force (ARO) Task Force Charter Authority: APCO Bylaws Section IX APCO Policy Manual Section 7.3
Strategic Plan: Goal: Promote the effective and efficient operation and management of Public Safety Communications functions at all levels of governments Objective 1 – Evaluate systems, technology, human resources, leadership and policy affecting the operation and management of communications centers and ensure that APCO International responds to industry needs identified.
Composition: Chair Appointed by the President and Confirmed by the Board of Officers
Five member steering Committee selected from APCO membership at large. Members appointed by the President and confirmed by the Board of Officers Users forum with open participation by volunteer APCO members under the direction of the Task Force Chair and steering committee
Term: Annual Appointment as needed/Chair and Committee Members
Funding: Budget to be submitted annually through the Committee Budget
Process Funding Approval by the President confirmed by the Board Funding allocation from Committee budget pool and/or grant funding
Goal: Promote, define and organize ways and means of cooperative work efforts between AROs and public safety to enhance disaster response and promote the safety of the public
Scope and Charge: Research methods currently employed for activation, interaction, and contribution of ARO’s to disaster response, search and rescue activities, and recovery efforts.
Study problems, effectiveness, understanding, and potential Enhanced roles and activation methods Produce a white paper with detailed and specific information on the following:
Identified areas where AROs and public safety can work together toward the safety of the public in specific events and circumstances Identify resources currently available, resources lacking or in need of enhancement, and potential cooperative resource development methods that would support radio communication in disaster and homeland security threats. Suggest methods of contact, information and resource Caching and sharing that support and expedite activation processes and information dissemination. Suggest ways and means to expedite and coordinate orderly deployment of communication resources that will enhance public safety's ability to communicate in times of critical need. Suggest future needs and explore feasibility of continued interaction
